Mass Migration Training
VarnerMiller developed this blended learning program for Customs and Border Protection. It consists of a three-part program that fulfills all the objectives established through the needs analysis we performed, as well as replaces 40 hours of pure classroom instruction. The first stage is a four-hour, six-module computer-based training (CBT) that provides state and local officials the fundamental level of understanding of INA 103 Authority, policies, and restrictions. Throughout this CBT, an online testing module was created to ensure that the students were learning and retaining the information that was presented. A final, comprehensive online exam concluded the CBT. To ensure all personnel entering the instructor-led portion of the training were on equal footing, students had to have passed the exam with a score of 75% or more. At the beginning of the instructor-led training, a 20-minute video created by VarnerMiller served as a recap of the information presented to the students in the CBT. Following the video, instructors present an 8-hour classroom training developed by VarnerMiller providing more detailed and in-depth instruction than the previous two steps. For the instructor-led portion, VarnerMiller developed an Instructor Guides, Participant Guides, and Instructor presentations. In addition, we created job aids, or Pocket Guides, that officers can use as a reference in the field after the completion of the class.
The training was implemented in January 2006 to the initial class of officers; it has since been used to train additional law enforcement officers.
